WOMEN’S DETENTION CENTER PROGRAM

The Women’s Detention Center (WDC) is part of the first phase of the master plan for redevelopment of the Correctional Complex in Baltimore City. The project will construct a new full service 512-Bed Women’s Detention Center to replace the existing obsolete women’s detention center. The new WDC will contain approximately 256,000 SF and will provide secure housing, services and programs for females who are detained on charges and awaiting trial in Baltimore City. Housing, healthcare services, inmate processing, visitation, dietary services, education/training and recreational facilities will be consolidated in one facility to provide complete separation from the male population.

Construction of the WDC will require an extensive demolition phase, clearing the site of existing buildings and infrastructure and relocating functions to temporary facilities and locations in buildings to remain. A key component of this phase is the relocation of a central steam system serving eight buildings and addition of a steam-to-hot water plant to serve existing and future facilities in the Complex. Demolition will include removal of the last remaining housing unit of the 1894 Maryland Penitentiary.
