Based upon the findings of the Maryland Statewide Juvenile Services Master Plan, PBA completed the programming and planning process for the proposed new Juvenile Detention Center Facility at the Cheltenham Youth Facility, Cheltenham, Maryland. The JDC shall be approximately 130,000 GSF and house 120 youth detainees.  The facility will incorporate the following functions: facility administration, security/operations/ central control, health center, behavioral health, education (full MSDE compliant school facility), recreation, case management, youth programs/services, facility support services, youth processing, dietary services, and visitation. 

PBA carefully coordinated all aspects of the Programming process with the administration and staff of the Department of Juvenile Services, including the Secretary and Assistant Secretary. Reviews and meetings were scheduled on a frequent basis, including collaboration with the Maryland Department of Budget and Management, and Department of General Services.
