Designed as part of a two-phased maintenance yard redevelopment for the Harford County DPW, the first phase involved developing a new building for the Water & Sewer Department operations group. The second phase involved the complete renovation of an existing building to be used for the County's Highways Department.

The renovated Highways Department facility includes vehicle maintenance bays, equipment storage, locker rooms, administration offices, parts storage areas, maintenance workshops, and the separate wash bay building to keep the truck and auto fleet and field and roadway maintenance power equipment and hand tools in good repair and ready for use.
